Michael Scarborough, President and CEO

J. Michael Scarborough, President and CEO of Retirement Management Systems (RMS), is known for innovating the industry of managing monies for individuals in qualified plans, and over the course of thirty years having built one of the largest grossing Registered Investment Advisory (RIA) firms in the Nation.

In 2008 Mike separated his RIA, Scarborough Capital Management (SCM) from the asset management function of the company. While Mike sold SCM with $1.3 billion in assets under management, he continues to operate RMS as a leading professional in the 401(k) industry.

Mike has appeared on virtually every television network and has been featured in print media and national publications, including Kiplinger’s Personal Finance Magazine, Money Magazine, Pensions & Investments, USA Today, and The Wall Street Journal. Mike has written two books available on – The Scarborough Plan: Maximizing the Power of Your 401(k) and 401(k)nowledge: Practical Advice for Retiring on your Own Terms, which offer insights into company sponsored savings plans.  His books provide easy to understand recommendations on strategies to improve the performance of hard-earned savings.

Mike is active on the Board of Trustees at Salisbury University Foundation where he created an endowment establishing the Scarborough Student Leadership Center. He earned a Bachelor of Science in Finance at Salisbury University and his MBA in Finance from Baldwin-Wallace College. In 2005, he was awarded an Honorary Doctorate for Public Service from Salisbury University. In 2011, Mike was inducted into the Salisbury University Hall of Fame for wrestling and football.

Over the years when Mike was not sharing his expertise in Finance with others, he could be found back at his farm working the land and creating a winery now known as Running Hare Vineyard. Recently Mike began a brewery, Calvert Brewing Company, the largest microbrewery to startup in the Nation in the last five years.

Today Mike spends his time on his farm tending to his Vineyard, at the Brewery, or traveling to speak at RIA’s around the United States helping other Financial Advisors to gain their successes by leveraging RMS.

John M. Blamphin, CFP®, AIF®, Director of Operations

John joined Retirement Management Systems in July 2009 after productive years as a financial advisor with Valic Financial Advisors and Retirement Strategies of Maryland, where he advised clients on financial issues ranging from retirement saving and distribution to risk management and estate planning.

He spent the first years of the millennium with one of the nation’s leading providers of 401(k) advisory services. There he gained valuable experience helping people save and invest for retirement through their company savings plans; and helping companies establish valuable retirement benefit plans for their employees.

He has worked in the financial services industry since 1993. Prior to becoming a financial adviser he was a marketing consultant working with companies that provide technology solutions to some of the world’s most respected financial services companies.

His educational background includes a Bachelor of Arts degree from West Virginia University, a Master of Arts degree from The University of Maryland College of Journalism, pension administration courses from the American Society of Pension Actuaries, a CERTIFIED FINANCIAL PLANNER™ certification from the CFP Board of Standards, and an Accredited Investment Fiduciary certification from fi360.

He has successfully passed the Financial Industry Regulatory Authority (FINRA) Series 6, 63 and 65 exams; holds life, health and variable product insurance licenses; and is certified for long term care insurance.

His wife, Tracy Blamphin, is a CPA and financial analyst with Northrop Grumman. They have two adult children, Bethany and Crispin.

Tyler Ostrowski, Chief Investment Analyst

Tyler joined Retirement Management Systems in April of 2015 as their Chief Investment Analyst. Tyler provides the research behind their allocation models and is responsible for implementing any new allocations or needed adjustments to over 2,700 accounts.

Tyler has his Bachelors in Actuarial Science from Towson University. He has experience working with the Chicago Board of Trade, where his primary focus was developing strategies for real world market movements, and protecting profits using options when trading futures.

Tyler enjoys traveling and spending time with his friends and family.

Kim Martin,  Billing Specialist

Kim Martin joined the RMS team in June of 2015 as a Billing Specialist. Kim is a paraprofessional with many years of Accounting experience in various industries such as Non-Profit Organizations, CPA Accounting Firms, and now, Employee Sponsored Savings Plan Management. Her accuracy and attention to detail while processing client payment information is crucial to the position she has with RMS.

Kim enjoys getting together with family and friends for parties and cookouts and loves to travel.

Kathleen Tesch, Account Administration Manager

Kathleen joined RMS in 2011 as the Account Administration Manager after previously working in the insurance field for over 10 years. Kathleen handles all aspects of account administration, from new account enrollment to client and advisor communications.

A native of northern New Jersey, Kathleen moved to Maryland when her husband was transferred 11 years ago. She has a background in Commercial Insurance and obtained her Property and Casualty license in 2008. Kathleen enjoys yoga, running, hiking, and day trips with her husband and two children.

Duane Bumbray Jr.

Duane joined RMS in March of 2019 as an Account Administrator and Client Services representative. As a native of Washington, D.C. he has accumulated years of financial and technical experience as a federal government MWOB 8(a) contractor with agencies that include the U.S. Department of Housing & Urban Development (HUD) and U.S. Small Business Administration (SBA).

He received his Bachelors of Science in Social Science from UMUC as well as an Associate of Applied Science from Montgomery College. He relishes his time reading and learning new technologies.

Deanna Driver

Deanna joined RMS in 2019 as an Administrative Assistant after previously working in the medical field. Deanna handles our clients credentials, making sure they are up to date as well as assisting advisors and clients with their requests.

Deanna has lived in Pasadena, Maryland her entire life and obtained a B.A. in English from the University of Maryland, Baltimore County. Deanna enjoys spending time with her 2 children and husband while planning their next vacations.
